Portland Habilitation Center Northwest (PHCNW) manages a portfolio of
HUD-subsidized and non-subsidized affordable properties. PHC Northwest
works with the Section 8 Voucher, RASP, DV grants, Ready-to-Rent, Fresh
Start, and other assistance programs. Due to demand most properties
operate off of a waiting list.Affordable Housing: Unsubsidized housing at a price that is competitive
and affordable for individuals and families. Income must be twice the
amount of rent and cannot exceed 60% of the median income.HUD section 8 project-based housing: Apartment complexes where each
resident or family pays 30% of their monthly income for rent.
Approximate 2 year wait. Income cannot exceed 50% of the median income.HUD section 811 housing for people with disabilities: Each resident pays
30% of his or her monthly income for rent. Approximate 3-5 year wait.
