The goal of HACE's Homeownership Program is to identify vacant properties, fully rehabilitate them, and make them available to low-income first-time homebuyers. They acquire properties from private owners, foreclosures, Sheriff's Sales, HUD and through the Redevelopment Authority's Condemnation Program at a price that enables them to make rehabilitation feasible. HACE's goal has been to maintain properties at an affordable price, and they concentrate on solid blocks where the vacancy rate is below 10% to keep the neighborhood economically sound.
